Mayor Johnson Nominates New Community Wellness Lead as Procell Resignation Takes Effect

Today, Wednesday, February 11, 2026, marks a significant transition in Milwaukee's city government as Mayor Cavalier Johnson formally moves to fill a critical leadership vacancy. The Mayor has announced the nomination of Karin Tyler to serve as the new head of the Department of Community Wellness and Safety. The announcement comes on the same day that the resignation of the previous director, Adam Procell, officially takes effect.

Leadership Change in Violence Prevention

Karin Tyler is a veteran of the city’s violence prevention efforts, having previously managed various initiatives within the office for nearly a decade. She is stepping into a role that has seen recent turbulence. Tyler had served as an interim leader for the division in the past and was a finalist for the permanent position during the last search process in 2025. Mayor Johnson emphasized Tyler’s experience and the respect she commands among her colleagues as primary reasons for the nomination.

The vacancy Tyler is nominated to fill was created by the departure of Adam Procell. His resignation became effective today following a legal determination by City Attorney Evan Goyke. The City Attorney concluded that a previously overlooked provision in the Wisconsin Constitution barred Procell from leading a city department due to a past felony conviction. The Department of Community Wellness and Safety, formerly known as the Office of Violence Prevention, was recently elevated to a standalone department during the 2026 budget process, a change that triggered the stricter eligibility requirements for its director.

NIDC Board Meeting and Neighborhood Development

While leadership changes dominated the morning at City Hall, other government functions continued as scheduled. The Neighborhood Improvement Development Corporation (NIDC) convened for a board meeting at 8:30 a.m. at its offices on North Broadway. The NIDC plays a vital role in Milwaukee's housing strategy, overseeing programs designed to increase homeownership, provide rehabilitation loans, and support neighborhood-level revitalization projects. Today's session focused on ongoing efforts to stabilize housing in high-need districts and the allocation of resources for upcoming spring improvement grants.

Next Steps for the Administration

The nomination of Karin Tyler will now head to the Milwaukee Common Council for formal review and approval. To facilitate transparency and community engagement, the administration has already indicated that residents will have the opportunity to hear directly from Tyler regarding her vision for the department at upcoming public forums. As the city continues to navigate public safety challenges, the focus now turns to ensuring a stable transition in the leadership of its primary violence prevention and community wellness arm.
