East Side Milwaukee Service Pipe Leak Leaves Cars Frozen in Ice, Complicating Repairs and Street Access

What happened on Milwaukee’s East Side
Several vehicle owners on Milwaukee’s East Side spent part of Sunday trying to free cars that had become stuck in thick ice after water reached the street and quickly froze in below-freezing conditions. The affected area was near North Stowell Avenue and East Belleview Place, where ice built up around parked vehicles and made moving them difficult for hours.
Residents reported that multiple cars were trapped, and at least some drivers were unable to move their vehicles throughout the day. In interviews at the scene, neighbors described ice depths of several inches around tires and said attempts using shovels, salt and manual chipping were not immediately successful for some.
Service pipe leak — not a water main break
City utility officials said the incident was caused by a leak from a service pipe that feeds water into a nearby building, rather than a break in a larger water main. The distinction matters operationally: service pipes are smaller lines serving individual properties, and repair access can be limited when the affected section runs beneath parked vehicles or close to building connections.
In this case, crews reported they could not reach the leaking service line because vehicles were parked above the service line and had frozen into place as water pooled and turned to ice. Utility officials said repairs could begin as early as Monday if owners were able to move the vehicles.
How crews planned to address the ice and keep service running
Utility crews planned to apply calcium chloride Sunday evening to help break up the ice overnight and improve conditions for freeing vehicles and reaching the leak location. Officials also said water service was expected to remain on during repair work.
Drivers with vehicles frozen into the street were asked to contact the city’s 24-hour Water Works control center so crews could coordinate on-site assistance.
Residents cite repeated issues and posted street-repair restrictions
Some neighbors said similar freezing problems have occurred repeatedly in the area, including one resident who reported her vehicle froze in the same spot weeks earlier. Residents also pointed to posted street repair restrictions along Stowell Avenue that limited parking during weekday hours and said the signs had remained in place for weeks.
Cold weather risks and prevention steps
The city warns that cold snaps can increase the risk of frozen service lines, meters and related damage, particularly when pipes are exposed to cold air. Recommended steps include maintaining indoor heat, reducing drafts near water pipes and insulating vulnerable sections. Residents who suspect frozen pipes or a frozen meter are advised to contact the city’s water utility for guidance, and to use licensed plumbers when repairs are needed.
- Location: North Stowell Avenue and East Belleview Place
- Issue: Service pipe leak led to street flooding and rapid freezing
- Impact: Parked vehicles frozen in place, delaying access for repairs
- Planned response: Calcium chloride application and coordinated on-site help
For vehicle owners, the immediate challenge was mobility: until cars could be moved, crews said they could not access the service line to begin repairs.
