Body-camera video released after Milwaukee police chase ends with fatal shooting near 98th and Lisbon

Video release follows February 3 traffic stop, vehicle pursuit and foot chase on Milwaukee’s northwest side
Milwaukee police have released body-worn camera video from a Feb. 3 incident that began with a traffic stop and ended with a fatal officer-involved shooting near North 98th Street and West Lisbon Avenue.
The person who died was 38 years old. Family members publicly identified him as Joshua Wippert. Police have said he was taken to a hospital after the shooting and later died.
What police say happened during the pursuit
Police have said officers attempted a traffic stop shortly before 5 p.m. near the intersection of Fond du Lac Avenue and West Locust Street. The driver initially stopped but then drove away, leading officers into a vehicle pursuit that police characterized as involving reckless driving.
During the chase, police said, a passenger exited the vehicle. The vehicle ultimately stopped near 98th and Lisbon, and the driver ran from the vehicle on foot.
Police have said officers saw the man with a firearm during the foot pursuit and issued multiple commands to drop the weapon. Police said officers fired after he did not comply and that a firearm was recovered at the scene.
The released video shows officers repeatedly issuing commands during the foot chase and moments leading up to gunfire.
Administrative duty and independent investigation
Two officers discharged their firearms in the incident, police said. Both were placed on administrative duty, a standard step following officer-involved shootings while reviews proceed.
The investigation is being handled through the Milwaukee Area Investigative Team, with the Brookfield Police Department serving as the lead investigative agency. In Wisconsin, when a death results from a law enforcement officer’s action or inaction, state law requires an investigation by an independent agency team.
How Milwaukee’s video-release policy applies
The release was carried out under Milwaukee Police Department policy governing the public release of video evidence from critical incidents resulting in death or great bodily harm. The policy establishes a presumption of release while also citing competing considerations such as privacy interests and the integrity of criminal and administrative investigations. The department’s stated goal is to release video in qualifying incidents within 15 days.
