27th Street Viaduct Closure and I-94 Reconstruction Cause Heavy Morning Delays

Morning Traffic Update: February 19, 2026

Milwaukee commuters are facing a challenging morning as major reconstruction projects along the I-94 corridor reach critical phases. The most significant disruption remains the long-term closure of the 27th Street Viaduct over the Menomonee River Valley. This closure, which began earlier this month, has significantly increased travel times on alternative north-south routes as drivers navigate around the heart of the city's ongoing infrastructure modernization.

Major Artery Closures and Roadworks

The Wisconsin Department of Transportation (WisDOT) is currently managing the "Early East Leg" of the I-94 East-West project. Motorists should be aware of the following major impacts today:

  • 27th Street Bridge: The viaduct is completely closed to traffic between St. Paul Avenue and National Avenue. This closure is expected to remain in place through late 2026. Detours are posted directing traffic to 35th Street and 13th Street.
  • I-94 Eastbound Ramps: The exit ramp from I-94 eastbound to 26th Street and St. Paul Avenue is closed. Commuters heading to the Near West Side should use the 35th Street or 13th Street exits.
  • I-94 West Leg: Between 70th Street and the Stadium Interchange, reconstruction of the Hawley Road interchange has resulted in narrowed lanes and reduced speed limits. Expect congestion during the morning peak hour as drivers adjust to bi-directional traffic patterns in certain segments.
  • 16th Street Viaduct: This bridge remains closed from West Clybourn Street to West Pierce Street for emergency repairs and inspections, further limiting options for crossing the valley.

Public Transit and MCTS Alerts

The Milwaukee County Transit System (MCTS) is operating under its 2026 Phase I service plan. While some service reductions were implemented in January, riders should note several active detours related to the current roadworks:

  • Route 24: Currently on a long-term detour due to the closure of the 16th Street Viaduct.
  • Route 18 and PurpleLine: These routes are experiencing delays and stop relocations near the 27th Street construction zone. MCTS recommends using the WisGo app for real-time bus tracking.
  • Route 60: Detouring off Hawley Road from Bluemound Road to Main Street due to the ongoing interchange reconstruction.

Seasonal Driving Conditions

While weather conditions are clear this morning with temperatures in the low 40s, WisDOT has officially implemented the "Frozen Road Law" across all zones. While this primarily impacts heavy freight weight limits, all drivers are reminded that pavement conditions can be unpredictable in February. Moisture from yesterday’s melt may have refrozen on bridges and overpasses, creating isolated slick spots. Drive with caution and allow extra space for maintenance and utility crews working near the I-94 corridor.
